On July 15th 2021, Slovakia officially declared its participation to the Montreux Document.
Across Eastern Europe, the PMSC industry is growing due to several factors, including post-war instability, increased privatisation after the Cold War, and the demobilization of national militaries. Further, a number of states in the Eastern Europe region as well as the Western Europe and Other States region rely more on cooperative arrangements between private and public security to provide security support for borders as well as in detention centers in response to the flow of refugees, asylum seekers, and migrants. The gradual increase in membership to the Montreux Document indicates that outreach has been successful and demonstrates that regulating the private security sector remains a relevant topic for states of the European Union.
There is a lot of potential in further increasing the support for the Montreux Document across the different regions of the world and among international organisations. Specifically, in regions such as the Middle East and North Africa, Asia Pacific, and Sub-Saharan Africa, outreach activities are promising. Promoting support for the Montreux Document is one of the main objectives of the MDF, which can be pursued by all Montreux Document participants. Ensuring balanced geographic representation is vital to the efforts ineffective regulation of PMSCs and therefore continuing outreach in the region constitutes a key objective for future activities.
